The price list and terms and conditions of AS SEB Pank will change
AS SEB Pank will be changing their price list, general terms and conditions, and the terms and conditions for settlements, current account agreements, the Internet Bank for Business and for private individuals, mobile payment and notification service agreements.
Changes in the price list are connected to everyday settlements and affect both business and private clients. The main change arises from private client plans, but they still remain the most favourable solution for our clients compared to buying each service separately in accordance with the regular price list.
Changes in the price list
From 1 December 2019:
- account balance fee for settlement accounts of business clients.
Service fees from 1 January 2020:
- debit card maintenance fees in private client plans;
- issuing statements;
- service fees for debit and credit cards of private clients;
- making cash transactions;
- electronic services;
- holding Baltic securities;
- goods of foreign trade (guarantee, letter of credit);
- issuing certifications and confirmations.

Changes in terms and conditions as of 1 January 2020
In the general terms and conditions
- we have supplemented the list of persons with whom the bank can refuse to enter into an agreement, as well as the grounds for extraordinary cancellation of an agreement;
- specified the conditions on which persons have connections to Estonia, as well as the terms and conditions for blocking services and receiving notifications;
- added a regulation for replacing base interest rates if the base interest rate agreed upon with a client in an agreement is not available, no longer published, or if other circumstances arise that prevent using it;
- amended the section on processing client data: the rules for processing banking secrets of business clients are stated in the general terms and conditions; the processing of the personal data of private clients will still be regulated by the principles for processing personal data, which are annexed to the general terms and conditions.
New general terms and conditions as of 1 January 2020
In the terms and conditions of current account agreements
- we added the condition that the account owner shall ensure that the persons set as the users of their account do not perform transactions from the account in their own interest, e.g. to evade execution proceedings;

we specified:
- checking authorisations;
- checking the conformity of the account number and the recipient when crediting an incoming payment to an account;
- making queries about fulfilling payment orders and the fee charged for it;
- terms and conditions for the disbursement of the money on the account upon termination of the agreement.

The terms and conditions of settlements
In the terms and conditions of settlements, we specified the terms and conditions regulating queries regarding the fulfilment of payment orders and payment for them: all queries of private clients are subject to a fee if the bank of the recipient is located outside of the European Economic Area; all queries of business clients are also subject to a fee.

Terms and conditions for the Internet Bank for Business and for private individuals
As a new service, we offer the account information service to our clients. Therefore, we have amended the terms and conditions for the Internet Bank for Business and for private individuals with the terms and conditions of the account information service. We have also updated the terms and conditions of the Internet Bank in connection with the new technological standards applying to payment services, including:
- removal of provisions regulating logging in with a code card;
- specification of the procedure of making transaction at the bank, incl. specification of the definitions of identification and strong authentication;
- amendment of the instructions for the safe use of the Internet Bank;

organisation and modernisation of the terms and conditions of the mobile app, incl.:
- specification of the requirements and liability of using payments initiated on the basis of a mobile number;
- setting a daily limit of 100 euros on payments made without strong authentication;
- specification of matters related to processing data.

Terms and conditions of mobile payments and notification service agreements
As of 1 January 2020, we will no longer offer mobile payments. Therefore, we amended the terms and conditions of mobile payments and notification service agreements as follows:
- we removed the provisions regulating the use of mobile payments, incl. removed the phrase 'mobile payments' from the title. The terms and conditions will enter into force with the new name 'Terms and conditions of the notification service agreement';
- we amended the provisions regulating the notification service, incl. specified the provisions regarding liability when using the notification service.

If you accept the changes, you do not need to take any further action: your agreement will be subject to the new price list and new terms and conditions as of 1 December 2019 and/or 1 January 2020. If you do not agree to the changes in the price list or the terms and conditions, you have the right to terminate the agreement(s) with the bank before the changes take effect.

(1) When calculating the fee, the total balance of all current accounts of the client in the given currency will be taken into account. The fee will be calculated at the end of each calendar day on the positive end-of-day balance, exceeding the limit, specified for the respective currency. The fee is calculated based on the actual number of calendar days in a month and a year of 360 days. The fee is debited from the current account in the first decade of a calendar month for the previous month. The client is notified of the application of a fee with a personal notification at least 10 working days in advance.

(1) A forwarding fee shall be added to the price:
- by mail in Estonia – EUR 2;
-by mail outside Estonia – EUR 5.
(2) Price already contains fee of copy making from document.
(3) Commission fee applies to certificates issued at a bank office. A certificate issued automatically in the Internet Bank is free for the client (for enclosing electronically to income tax return).
(4) The bank is entitled not to issue a recommendation.
(5) A document for private clients that contains information on the service charges paid for the typical payment services relating to the current account and card account, the interest earned in the selected period and the interest calculated for the use of the overdraft limit. Possible periods are pervious calendar year and current year.
